The Council of Ministers,
After reviewing the Constitution,
And Law / Act No. (14) of 1964 on the real estate Registration system and its amending laws,
And Law / Act No. (4) of 1985 on the Regulation of buildings and its amending laws,
And Law / Act No. (21) of 2015 on the Regulation of entry, exit and residence of expatriates and its amending laws,
And Law / Act No. (10) of 2018 on permanent residence,
And Law / Act No. (16) of 2018 on the Regulation of non-Qataris' ownership and use of real estate,
And Emiri Decision / Resolution No. (29) of 1996 on the Council of Ministers Decisions raised to the Emir for ratification and issuance,
And Council of Ministers Decision No. (20) of 2004 regarding the terms and conditions for non-Qataris' ownership of real estate and residential units,
And Council of Ministers Decision No. (6) of 2006 regarding the terms and procedures for non-Qataris' use of real estate and residential units,
And Minister of Municipal and Agricultural Affairs Decision / Resolution No. (75) of 2006 regarding the determination of fees prescribed on the usufruct right of non-Qataris in real estate and residential units in investment areas,
And upon the proposal of the Committee for Regulating the Ownership and Use of Real Estate by Non-Qataris,
has decided as follows:
For the purposes of implementing the provisions of this Decision / Resolution, the following words shall have the meanings indicated opposite each of them, unless the context requires otherwise:
The Minister:
Minister of Justice.
The Committee:
The Committee for Regulating the Ownership and Utilization of Real Estate by Non-Qataris as stipulated in Article (3) of Law / Act No. (16) of 2018 referred to above.
Real Estate:
Vacant land, buildings and structures, residential units, and separated units within residential complexes.
The ownership and usufruct of real estate by non-Qataris shall be in the areas specified in Tables (1) and (2) attached to this Decision / Resolution, and whose boundaries are indicated in the regulatory and cadastral maps attached thereto.
Non-Qataris may own a separate Unit within a residential compound, and they may also own separate units (offices and commercial shops) in commercial complexes and malls, in areas other than those referred to in the previous paragraph, provided that no modification or change is made to the nature, form, or external appearance of the Unit, and subject to the availability of other conditions stipulated in this Decision / Resolution and Law / Act No. (4) of 1985 referred to.
\n\tProperty owners have the right to dispose of their properties, rent them out, and beneficiaries of properties may dispose of or rent out the right of usufruct.

The Committee may extend the period stipulated in the previous paragraph for a duration not exceeding it if there are reasons justifying such an extension.
The concerned party may Raising a Grievance to the Minister against the Committee’s decision to dispose of the property and compensate, within thirty days from the date they become aware of the decision by any means that proves knowledge.
The Minister shall decide on the Raising a Grievance within thirty days from the date of submission, and the lapse of this period without response shall be considered an implicit rejection of the Raising a Grievance. The Minister’s decision on the Raising a Grievance shall be final.
Vacant land may not be disposed of except after completion of construction on it.
\n\tThe non-Qatari's benefit from the property is for a period not exceeding (99) years, renewable.

The Real Estate Registration Department is responsible for carrying out the Registration procedures, in accordance with the provisions established by law.
The residence permit for property owners and beneficiaries is granted in accordance with the provisions of Law / Act No. (21) of 2015 referred to, and as follows:
1 - The duration of residence in the State must not be less than ninety days per year, whether consecutive or intermittent.
2 - The value of the property or the right of usufruct must not be less than (730,000) seven hundred and thirty thousand riyals.
If the value of the property or the right of usufruct is (3,650,000) three million six hundred and fifty thousand riyals or more, the owner of the property or the beneficiary obtains the privileges granted to holders of the permanent residence card in Healthcare Services, education, and investment.
Prices are determined according to the market value approved by the Real Estate Registration Department at the Ministry of Justice.
\n\tThose holding permanent residency cards have the right to own real estate and benefit from it according to the terms, conditions, and procedures stipulated in this Decision / Resolution.

The period specified may be extended for a similar period or periods with the approval of the Prime Minister.
If the period specified in the previous paragraph ends without the Heir or legatee disposing of the property, the Committee shall have the right to dispose of it on his behalf, with just Compensation equal to the market value of the property at the time of disposition, and the concerned party may Raise a Grievance against the Committee's Decision to dispose of the property or Compensation, in accordance with the provisions of Article (4) of this Decision.
By way of exception to the provisions of the two previous paragraphs, a non-Qatari may retain ownership of one property of the properties acquired by inheritance or Will by descent, designated for residence, in areas other than those specified in Table No. (1) attached to this Decision, provided that the area of the property does not exceed (3,000) three thousand square meters and that his residence in the State is continuous.
\n\tThe Cabinet / Council of Ministers Decisions No. (20) of 2004 and No. (6) of 2006 mentioned herein are hereby cancelled.\n
