We, Tamim bin Hamad Al Thani, Emir of the State of Qatar,
After reviewing the Constitution,
And Law No. (24) of 2002 regarding Retirement and pensions, and the laws amending it,
And the Labour Law issued by Law No. (14) of 2004, and the laws amending it,
And Law No. (13) of 2006 regarding the Retirement and pensions of military personnel,
And Law No. (4) of 2007 issuing the unified system for extending insurance protection to citizens of the Gulf Cooperation Council States working outside their own countries in any member state of the Council, as amended by Law No. (5) of 2021,
And the State Financial System Law issued by Law No. (2) of 2015, and the Civil Human Resources Law issued by Law No. (15) of 2016, as amended by Law No. (23) of 2020,
Upon the proposal of the Council of Ministers,
And after the approval of the Shura Council,
We have decided to ratify the following Law
For the application of the provisions of this Law and the Executive Regulation, the following words and phrases shall have the meanings indicated alongside each, unless the context requires otherwise:
Minister: Minister of Finance.
Authority: General Retirement and Social Insurance Authority (GRSIA).
Chairman / President: Chairman / President of the General Retirement and Social Insurance Authority (GRSIA).
Fund: Pension Fund referred to in Article (59) of this Law.
Employer:
1- Government Sector: Ministries, other government agencies, authorities, and public institutions.
2- Private Sector: Any natural or legal person who regularly employs one or more Qatari workers for remuneration.
Contribution: The amount paid monthly to the account of the Fund, in accordance with the cases and rates stipulated in this Law.
Insured Person: Any Qatari employee in the government sector or worker in the private sector or self-employed person, for whom the contribution is paid or paid by themselves in accordance with the provisions of this Law.
Salary for Contribution Calculation: The salary or Basic Salary of the insured person, in addition to the social allowance and housing allowance in accordance with the provisions of this Law.
Income Bracket: The income bracket stipulated in accordance with Article (4) of this Law.
Salary for Pension Calculation: The salary for pension calculation for the insured person in accordance with Article (29) of this Law.
Lump-Sum Compensation: The amount due to the insured person if the pension eligibility conditions are not met, in accordance with the provisions of this Law.
Contribution Period: The period of service for which the contribution is paid, whether actual or deemed.
Actual Service Period: The period of service served with an employer subject to the provisions of this Law, or any period that this Law stipulates to be included within the actual service period.
Deemed Service Period: The period of service that this Law stipulates to be counted by law in Pension Settlement.
Pension: The amount due monthly to the pensioner or their beneficiaries, in accordance with the provisions of this Law.
Pensioner: The insured person who is granted a pension by virtue of the provisions of this Law.
Beneficiary: The person to whom a share of the pension is granted from the insured person or the pensioner, in accordance with the provisions of this Law.
Excess Service Bonus: The bonus due to the pensioner in accordance with the provisions of this Law.
Actuarial Cost: The present value of the pension payments in Qatari Riyal that the pensioner will receive for life and to the beneficiaries after his death.
Medical Committee: The General Medical Committee at the Ministry of Public Health.
Disability: Any disease or physical or mental injury which totally and permanently prevents the ability to work.
Missing Person: A person for whom a final judgment is issued declaring him missing by a competent court.
Executive Regulation: Executive Regulation of this Law.
The provisions of this Law / Act apply to Qataris of the following categories:
First: The government sector:
1- Employees in ministries, other government agencies, and public bodies and institutions.
2- Employees subject to special employment laws, systems, and regulations.
Second: The private sector:
1- Workers subject to the provisions of Labour Law.
2- Workers in companies and institutions exempted from being subject to Labour Law and who have their own employment systems, except for members of the Employer's family; \"family members\" means spouses, ascendants, and descendants.
The application of the provisions of this Law / Act to Qatari employees and workers at a workplace in either the government or private sector is conditioned upon the availability of the following two requirements:
1 - The insured's age must not be less than eighteen (18) years.
2 - The employment relationship must be regular in a permanent position, with a duration of no less than one year, whether continuous or intermittent.
The provisions of this Law / Act shall apply optionally to Qataris who are self-employed and subject to the income bracket system.
The income bracket system means the social insurance system selected by the insured, which is suitable for their estimated income level.
The categories of this system, and the conditions, controls, procedures for participation, pension settlement in accordance with it, and cases of cancellation of participation, shall be specified by a Council of Ministers Decision.
The participation is calculated based on the income bracket participated in, and is paid at a rate of twenty-one percent (21%).
The Authority shall undertake the enumeration of insured persons from the private sector who fall within the categories subject to optional participation in accordance with the income bracket system, and their continued subjection to the provisions of this Law / Act according to their previous situations, provided that the salary for the participation calculation is fixed on the basis of the last salary before the implementation of the provisions of this Law / Act, until the issuance of the Council of Ministers Decision referred to in the third paragraph of this Article, and their transfer to the income bracket system and regularization of their situation in compliance with the prescribed conditions and controls, and payment of any financial differences in the participation calculation salary that may be due from them.
The provisions of this Law / Act do not apply to the following categories:
1- Military personnel subject to the Law / Act Regulating military retirement.
2 - Employees and workers subject to retirement or special insurance systems that grant them better benefits.
The Ruling of Article (69) of this Law applies to pension holders under the provisions of Law No. (24) of 2002 referred to.
It also applies to beneficiaries under the provisions of Law No. (24) of 2002 referred to, Schedule / Table No. (1) attached to this Law, regarding any better benefits it provides.
All employers subject to Law / Act No. (24) of 2002 referred to, must update their Registration data with the Authority within fourteen (14) days from the date of entry into force of the provisions of this Law / Act, and must provide the Authority with the Registration data of current employees and workers subject to the provisions of this Law / Act within ninety (90) days from the date of entry into force of the provisions of this Law / Act.
Other employers mentioned in Article (2) of this Law / Act, not registered with the Authority, must apply for their Registration with the Authority within thirty (30) days from the date of entry into force of the provisions of this Law / Act, and must register their current employees with the Authority within ninety (90) days from the date of entry into force of the provisions of this Law / Act.
The Registration and submission of the data mentioned in this Article must be in accordance with the forms determined by the Authority.
The regulations specify the rules for applying this Article.
The employer must provide the Authority with the data of any employee or worker appointed within it within thirty (30) days from the date of joining work, and it must also notify the Authority in case the service of any employee or worker ends within thirty (30) days from the date of termination of their service.
The employer that is established or acquires legal personality after the implementation of this Law / Act must submit an application for Registration with the Authority within fourteen (14) days from the date of starting its activity.
The regulation shall determine the Controls and Procedures and rules for Registration and notification stipulated in this article.
The Authority may register the employees or workers of the employer, or correct or amend their data, if it is proven that the employer has not fulfilled the obligations stipulated in the previous article, in accordance with the regulations specified by the bylaws.

It is paid to the fund no later than the fifth day of the month following the month for which these subscriptions are due.
It is permitted, with the approval of the Cabinet / Council of Ministers, for the Public Treasury of the state to bear a percentage of the subscription prescribed for private sector employers, in accordance with the regulations it specifies.
The insured person's subscription from the government and private sectors for the addition of the housing allowance to the salary for subscription calculation is determined according to the following rules:
1- The housing allowance must not exceed (6,000) six thousand riyals per month.
2- The subscription period for the housing allowance at the end of service must not be less than (15) fifteen years.
3- The subscription for the housing allowance that is suspended for the insured person due to benefiting from government housing or housing provided at the expense of the employer, as the case may be, is calculated as if it were paid in cash.
4- The employer bears the payment of the subscription due for the housing allowance for the service period that completes (15) fifteen years when the insured person’s service ends for any of the reasons stated in items (1), (2), (3) of Article (24) of this Law / Act. Otherwise, the insured person bears the payment of the subscription for the housing allowance or the contributions paid for that allowance are refunded to him.
In accordance with the provisions of Articles (38) and (39) of this Law / Act, the subscription for those returning to work is calculated so that the subscription period for the housing allowance at the end of service is not less than (8) eight years. The employer bears the payment of the subscription due for the housing allowance for the service period that completes (8) eight years when the insured person returning to work ends service for either of the two reasons stated in items (1), (2) of Article (24) of this Law / Act. Otherwise, the insured person bears the payment of the subscription for the housing allowance when the pension becomes due, or the contributions paid for that allowance are refunded to him.
The regulation specifies the Controls and Procedures for implementing this article.
As an exception to the Ruling of Article (11/First Paragraph) of this Law, the insured person whose subscription calculation salary exceeds the amount of (100,000) one hundred thousand riyals before the effective date of this Law may continue his subscription, provided that the salary he receives is established as the subscription calculation salary.
The subscription is paid for him at a rate of (21%) twenty-one percent In accordance with the provisions of this Law, until the actual date of the end of his service.
The private sector employer must submit to the Authority, in the month of January of each year, the salary data for the subscription calculation for their employees for that month and their monthly contributions, and must provide the Authority with any changes in their number or salaries.
If the employer does not submit the data stipulated in the previous paragraph, the contributions due shall be calculated temporarily based on the last data submitted to the Authority, until the due contributions are calculated, in accordance with the rules, regulations, and procedures specified by the bylaw.
The period spent by the insured person performing national service, leave periods, secondments, study missions, official assignments, and training courses is included in the calculation of the subscription period. The subscriptions due under this Law / Act for these periods shall be payable according to the rules and procedures specified by the regulation.
The period of Endowment (Waqf) or interruption from work is not included in the calculation of the subscription period if it has been decided to deprive the Employee / Staff or Employee / Worker of their full salary or wage for it, and it is not counted among the periods required for pension entitlement.
If the decision to dismiss the Employee / Staff or Employee / Worker is canceled by a final court ruling, or withdrawn by a decision from the employer within sixty (60) days from the date of issuance, the period of dismissal is included in the actual service period of the insured person, and the payment of subscriptions in this case shall be in accordance with what is specified by the regulation.
The insured person may request to add all or part of their previous service period(s) to their current service period, according to the following terms and conditions:
1- The service period must be actual service with an employer subject to the provisions of this Law / Act, in a permanent position, according to the rules specified by the regulation.
2- The service period must be after the age of eighteen (18) years.
3- The period must not have already resulted in entitlement to a pension or retirement salary under any other system.
4- It is permissible to add a previous service period in the government sector, public-benefit private institutions, public shareholding companies, or companies in which the State participates, regardless of the duration of the previous service.
5- It is not permitted to add more than five (5) years of previous service at any entity in the private sector, except for the entities mentioned in the previous clause.
6- Commitment to pay the contribution due for it at a rate of twenty-one percent (21%), based on the salary used to calculate the contribution at the date the addition is requested, or the salary used to calculate the pension, whichever is higher.
Private sector employers may request payment of the value of Monthly Contributions due for the service period of the Employee / Worker prior to the effective date of this Law / Act, in accordance with the rules specified by the regulation.
The Ruling of this article applies to those who have acquired Qatari Nationality, subject to the terms and conditions referred to in this article.
A person whose service has ended may request to purchase a notional service period to be added to their actual service period, in order to qualify for a pension, in accordance with the following terms and conditions:
1 - Their age at the time of application must not be less than fifty (50) years.
2 - Their actual service period must not be less than twenty (20) years.
3 - The purchased period shall be limited to the period required to qualify for a pension.
4 - They must pay the total contributions due for the purchased period, calculated at twenty-one percent (21%) of either the last salary considered for subscription at the time of the purchase request, or the pension calculation salary, whichever is higher.
5 - They must submit the purchase request within a period not exceeding one year from the date of notification to their national address or any means of being informed of the decision to end their service.
The due contribution for purchasing notional service period or adding a previous service period may be paid either in a lump sum within thirty (30) days from the date of notification of acceptance of the application at the national address, or in monthly installments according to Table No. (2) attached to this Law / Act. The regulations specify the rules for applying this article.

When calculating the subscription period, a Part of the month is considered as a full month, and any period exceeding six (6) months is considered a full year.

1- Death.
2- Disability according to what is decided by the medical Committee.

4- Resignation.
5- Dismissal by a disciplinary decision, or based on the issuance of a Final Judgment against the Employee / Staff in a crime involving dishonor or breach of trust.
6- Termination of service for reasons other than those specified in the previous clauses.
Except for items (1) and (2) of this article, it is required for pension eligibility that the subscription period shall not be less than (25) twenty-five years, including at least (20) twenty years of actual service, and the age shall not be less than (50) fifty years in the case of resignation. If the age is less than (50) fifty years, the pension shall not be paid until this age is reached and after the date the application is submitted to the authority.
The service period of the insured person whose service ended for any of the reasons contained in items (4), (5), (6) of this article, and who is eligible for a pension, shall be considered continuous if he joins an entity subject to the provisions of this Law / Act within the period specified in the regulations, provided that a request not to pay the pension is submitted within (30) thirty days from the date of the end of his service.
For the application of items (1), (2) stipulated in the first paragraph of the previous article to insured persons in the private sector, it is required that the insured person is registered with the Authority or that the existence of an employment relationship before the date of death or disability is proven, in accordance with what is determined by the regulation.

The regulations shall determine the rules for applying this Article.
The Retirement account salary for the insured is as follows:
1 - Government sector:
The last subscription account salary.
2 - Private sector:
The average subscription account salary during the last three years of the subscription period, provided that the Retirement account salary does not exceed (130%) one hundred and thirty percent of the subscription account salary in the first year of the last three years before Retirement or the actual subscription period, whichever is less.
3 - Self-employed workers under the income bracket system:
The average subscription account salary for the entire subscription period
Except in the cases of termination of service stipulated in clauses (4), (5), (6) of Article (24) of this Law / Act, the pension must not be less than (15,000) fifteen thousand riyals for the pensioner from the government sector, and the Public Treasury of the State shall bear the actuarial cost of settling the pension to reach the minimum.
It may be permitted, with the approval of the Cabinet / Council of Ministers, based on the proposal of the minister, to apply the Ruling of the previous paragraph to the pensioner from the private sector.
The executive regulations shall specify the controls for the application of this article.
If the actual service period of the insured person exceeds thirty (30) years, the pension holder or their beneficiaries, as the case may be, shall be granted a bonus for the excess period, paid from the fund in accordance with what is stipulated by the regulations.
The benefit from the bonus stated in the previous paragraph does not prevent benefitting from any bonuses granted by the laws and employment regulations specific to the workplace.
If the Qatari Nationality is withdrawn or revoked from the insured person, or if he renounces it, and his actual service period exceeds one year, he is entitled to Lump-Sum Compensation.
If the Qatari Nationality is restored to the insured person and he returns to work at an employer subject to the provisions of this Law / Act, he may return the Lump-Sum Compensation paid to him within sixty (60) days from the date of his return to work, and complete his previous service period.
If the Qatari Nationality is withdrawn or revoked from the pensioner or if he renounces it, the pension is paid to his beneficiaries, and the pension is restored to him if the Qatari Nationality is returned to him in accordance with what is stipulated in the regulation.
If the Qatari Nationality is withdrawn or revoked from the beneficiary or if he renounces it, the payment of the pension to him is suspended, and his share is restored if the Qatari Nationality is returned to him.
The Ruling of this article applies to those referred to Retirement or their beneficiaries under Law / Act No. (24) of 2002 mentioned above.
If the insured is considered missing, the pension shall be settled on the assumption that his service ended by death In accordance with the provisions of this Law, and it shall be paid to the eligible beneficiaries. If he returns, he shall be treated In accordance with the provisions of this Law.
If the pensioner or the eligible beneficiary is considered missing, his pension or share shall be distributed to the eligible beneficiaries In accordance with the provisions of this Law.
The Ruling of this article shall apply to those referred to Retirement or their eligible beneficiaries under the Law No. (24) of 2002 referred to above.
The regulations shall specify the cases, conditions, controls, and procedures for implementing this article.
The pension is calculated based on (1/30) Part of thirty of the pension account salary multiplied by the number of years of the subscription period, provided that the pension does not exceed the amount of the pension account salary.

In the event that the Pension Settlement is not completed in the month following the end of service, for any reason, the pension determined by the Authority shall be paid until the final settlement is completed.
The remainder of the pension due after the final settlement shall be paid in a single payment, and any excess paid shall be recovered in monthly installments not exceeding one year from the date of the final settlement.
The regulations shall specify the conditions and controls necessary for the settlement and payment of the pension.
If the pension holder is appointed or reappointed in one of the government sector entities subject to the provisions of this Law, Suspension of Pension Payment applies to him during the period of his employment, and participation for his new period of service is mandatory. If his salary is less than his pension, the difference will be paid to him from the fund.
The pension of the person appointed or reappointed in accordance with the ruling of the first paragraph of this Article will be calculated, upon the end of his new service, based on the pension calculation salary for that period, and he will be paid this in addition to his suspended pension, provided that this period is not less than eight (8) years in cases other than death or disability. If the actual new service period is less than this period, only his suspended pension will be paid to him, and he will be entitled to Lump-Sum Compensation for that period in accordance with the provisions of this Law.
The ruling of this Article applies to the pension holder returning to work in accordance with Law No. (24) of 2002 referred to.
The regulation specifies the procedures and controls for applying this Article.
If the pension beneficiary is appointed or re-appointed in a private sector entity subject to the provisions of this Law / Act, he may choose between continuing to receive the pension and not being subject to the provisions of this Law / Act, or Suspension of Pension Payment and being subject to the provisions of this Law / Act. In the case of choosing to be subject to the provisions of this Law / Act, the provisions of the second paragraph of the previous article shall apply. In all cases, the subscription starts from the date of submitting the request to be subject to the provisions of this Law / Act, and he cannot add the period prior to submitting the request.
If the pension beneficiary from the private sector is re-appointed in the same entity where he worked before the end of his service, Suspension of Pension Payment will occur during his employment period, and the subscription for his new service period shall be mandatory. If his salary is less than his pension, the difference shall be paid to him from the fund, and his pension shall be adjusted in accordance with the provisions of the second paragraph of the previous article.
The Ruling of this article applies to the pension beneficiary returning to work in accordance with Law / Act No. (24) of 2002 referred to above.
The regulation sets forth the procedures and controls for implementing this article.
An insured person returning to work under the provisions of the previous two articles is not permitted to add any period prior to their referral to Retirement or to purchase notional service periods, even if they have not received a pension for them.

If the pensioner dies, the right to the pension is transferred to the eligible beneficiaries from the first month following the month in which the death occurred.
The pension is distributed to the beneficiaries according to the shares specified in Schedule / Table No. (1) attached to this Law / Act.
The pension is redistributed when new beneficiaries appear, and payment shall begin from the month following the date the Authority is notified.
If all or Part of a beneficiary's share is suspended or ends, redistribution is done among the remaining beneficiaries of the pension, in accordance with Table No. (1) attached to this Law / Act. If the reason for suspending the share ceases, the share is restored to the beneficiary starting from the month following the cessation of the reason.
In the case of divorce or widowhood of a daughter, sister, or mother, or in the case of a son or brother becoming unable to earn an income after the death of the insured person or the pension owner, and if none of them had previously been entitled to a share of the pension, the pension due to any of them shall be determined in accordance with what is specified by the regulation.
The right to the pension is transferred to eligible non-Qatari beneficiaries upon the death of the insured or pension holder from the following categories:
1- The non-Qatari widow.
2- Non-Qatari children.
3- Non-Qatari parents.
4- Non-Qatari brother or sister. The regulations specify the conditions and rules for the application of this article.
It is required for the Husband to be entitled to a share in the Retirement pension as follows:
1 - He must not be insured, a pension holder, or subject to any of the Retirement and social insurance laws.
2 - He must prove his inability to work by a report from the Committee medical, and his condition is reviewed every two years unless the Committee decides his permanent inability and the impossibility of recovery.
The widow is entitled to her share of her deceased husband's pension, and its payment is suspended if she remarries. She regains her right to it if she gets divorced or becomes widowed again. She is granted the larger share if she becomes eligible for a share in the pension of another husband.

It is required for the parents to be eligible for a share in the pension that neither of them is insured, a pensioner, or entitled to a share in another pension subject to any of the Retirement and social insurance laws.

1- They must meet the conditions specified in Articles (51), (52) of this Law / Act.
2- The father of the brother or sister must be deceased.
The children of the deceased son are entitled to their father's share in the pension if the following conditions are met:
1- They must fulfill the conditions outlined in Articles (51), (52) of this Law / Act.
2- They must not be entitled to the pension of the deceased son under any Retirement or social insurance Laws / Acts.
If any eligible person meets the entitlement conditions for more than one share in a pension, from the fund or from any other fund, only the largest share will be paid to them. If all shares are equal, the priority shall be as follows:
1- The pension due from the Husband or Wife
2- The pension due from the parents.
3- The pension due from the children.
4- The pension due from the brothers or sisters
By way of exception to the Ruling of the preceding article, more than one pension or salary may be combined, provided that the total amount does not exceed (100,000) one hundred thousand riyals, in the following cases:
1- The widow entitled to her share of her Husband's pension and her salary or the pension she is entitled to.
2- Children entitled to two pensions from their parents.
3- The Husband or son who is unable to work and is entitled to a share in a pension, and any other pension he is entitled to pursuant to the Act Regulating Persons with Disabilities.
4- Cases of combining two pensions or combining a pension and a salary, prior to the implementation of the provisions of this Act.
The maximum total shares in cases of combining more than one share for the same beneficiary may be amended by a decision of the Cabinet / Council of Ministers.
If the insured person or the pension holder dies without any eligible beneficiaries, the pension and the excess period bonus revert to the fund.
If eligible beneficiaries appear, Pension Settlement will be recalculated and redistributed among them, in accordance with the provisions of this Law / Act.
A fund called the \"Civil Pension Fund\" is established by the Authority to which the contributions stipulated in this Law / Act are paid, and the Authority manages it.
The rights and obligations of the Pension Fund established in accordance with the provisions of Law / Act No. (24) of 2002 referred to shall devolve to the Pension Fund.
The financial year of the Pension Fund begins on the first of January and ends on the last of December each year. The first financial year begins from the date this Law / Act comes into effect and continues until the end of December of the following year.
The fund is responsible for disbursing the financial rights established under the provisions of this Law / Act to the insured persons, pensioners, or beneficiaries.

In the event of a deficit in the fund's resources, it shall be compensated from the Public Treasury of the state, according to the method proposed by the minister and approved by the Cabinet / Council of Ministers. The fund to which the insured person belongs at the end of his service shall be obligated to pay his entitlements for all periods of his service.
The regulation defines the rules for implementing this article.
A sum may be allocated annually from the fund to grant advances to pensioners, with the approval of the Minister, based on a proposal from the Authority.
The regulations specify the amount of these advances, the rules for their disbursement, the repayment of their installments, and cases of exemption from repayment.
One or more committees shall be established within the Authority, called the “Dispute Resolution Committee,” each of which is formed under the chairmanship of a judge of the rank of President at the Primary Court, and a Vice-Chairman of the rank of judge at the Primary Court, both appointed by the Supreme Judiciary Council, along with a number of members. The formation of the committees, determination of their other competencies, their operating system, and the rules and procedures to be followed before them shall be issued by a decision of the Cabinet / Council of Ministers.
Claims filed by concerned parties before the courts in disputes under the jurisdiction of the Committee for Dispute Resolution will not be accepted unless their applications have been submitted to the Committee and decided upon.

The decisions issued by the Committee shall have the force of an executive instrument in accordance with the Law / Act.
The concerned parties have the right to Legal Challenge / Appeal against the decisions issued by the Committee before the competent Division of the Appeal to Higher Court, within sixty (60) days from the date of the Committee’s decision if the decision is issued in presence, or from the day following their notification at the national address of the Committee’s decision if the decision is issued in absentia. The court may suspend the implementation of the Committee’s decisions.
The competent Division of the Appeal to Higher Court reviews the Legal Challenge / Appeal expeditiously, and must decide on it within forty-five (45) days from the date of the first session before it. In all cases, it may rule for the Judgment / Ruling to be immediately enforceable without security.
Without prejudice to any more severe penalty prescribed by another Law, the penalties stipulated in the following articles shall be applied to the violations specified in each of them.
The Fine penalty shall be multiplied according to the number of insured persons affected by the violation.
He shall be punished by imprisonment for a period not exceeding six months, and by a fine not exceeding (30,000) thirty thousand riyals, or by either of these penalties, anyone who:
1 - Has not enrolled any of his workers subject to the provisions of this Law / Act in the Authority.
2 - Has not enrolled his insured workers based on their actual wages and periods of service.
3 - Has required his insured workers to bear the value of the contributions or part thereof, in violation of the provisions of this Law / Act.
The Court shall, Sua sponte / Motu Proprio, oblige the perpetrator of the violation mentioned in item (3) of this article to pay the insured the value of the contributions he has borne.
He shall be punished with imprisonment for a period not exceeding three months, and with a fine not exceeding (50,000) fifty thousand riyals, or with either of these two penalties, anyone who, in bad faith, submits incorrect data or refrains from providing the data requested by the Authority In accordance with the provisions of this Law or the regulation.

For this purpose, the Authority may seek assistance from and coordinate with the competent authorities in the implementation of these procedures.
The minister, or whomever he delegates, may carry out Conciliation in the Crimes stipulated in this Law / Act, before initiating the Lawsuit / Legal Action or during its consideration and before a final judgment is issued, in exchange for paying half of the maximum prescribed fine for each, and removing the causes of the violation.
Conciliation results in the Lawsuit / Legal Action not being initiated or its termination, as the case may be.
The requirement for the subscription period stipulated in Article (24/ Paragraph Two) of this Law is waived for those subject to the provisions of Law No. (24) of 2002 referred to, from the following two categories:
1 - Those whose subscription period upon reaching the Retirement age is (20) twenty years or more, and in this case, their pension is calculated based on a subscription period of (30) thirty years.
2 - Those whose subscription period upon reaching the Retirement age is (15) fifteen years and less than (20) twenty years, and in this case, their pension is calculated based on a subscription period ranging from (25) twenty-five years to (29) twenty-nine years, depending on their subscription period.
The Public Treasury of the state is obligated to pay the amounts covering the difference between the actual subscription period and the period upon which the pension is calculated.
By way of exception from the Ruling of Article (24) of this Law / Act, the conditions for entitlement to early retirement pension shall be determined in accordance with the table issued by a decision of the Cabinet / Council of Ministers

In all cases, the amount that may be seized may not exceed one-quarter of the pension, after deducting the installment for any advance granted against the pension, and in cases of conflict, priority is given to alimony debt.
Pensions due shall be paid without being restricted by the registration of the Employee / Staff or the Employee / Worker, or by the payment of the due contributions that should have been made, provided that the existence of the relationship between the insured and the employer is proven. In this case, the employer is obliged to pay all due contributions and the resulting fines stipulated in this Law / Act, in accordance with the controls, conditions, and procedures specified by the regulations.

These files serve as the basis for paying contributions, settling pensions, and all insurance benefits.
The employer is also obligated to appoint a liaison officer with the authority, as determined by the regulation.
The periods and deadlines stipulated in this Law / Act and the regulation are calculated according to the Gregorian calendar, and a month means (30) thirty days, and a year means (365) three hundred and sixty-five days, starting from the first of January and ending at the end of December each year.
